The Planning & Community Development Department guides the physical development of the town. Using the "rational approach" to planning, the department facilitates the community's efforts to plan for and direct its own physical, social, cultural, recreational, environmental, and economic future.

Examples of the department's work include implementation of the Warrenton Comprehensive Plan; administration, maintenance and enforcement of the Zoning Ordinance; review of development site plans; processing of special use permits, sign permits, variances, rezonings, comprehensive plan amendments; and administration of the Historic District. The department also provides staff support for the Planning Commission, the Board of Zoning Appeals, and the Architectural Review Board.
Included in the Planning & Community Development Department are the offices of Building Safety & Inspections and the Town's Fire Marshall. These offices are responsible for implementation and enforcement of the various professional development codes that have been adopted by the Warrenton Town Council. These codes include the Building Officials & Code Administrators (BOCA) National Building Code, the BOCA National Property Maintenance Code, the BOCA National Fire Prevention Code, the International Mechanical code and the International Plumbing Code. By performing a series of inspections during the construction process, town inspectors insure the future health, safety and welfare of town citizens.
The department also houses the town's Geographic Information System technology (GIS), which is used to create visual representations of geographic features through map making. Using this technology the town maintains up-to-date maps of municipal infrastructures such as roadways, sewer systems, utility lines, floodplains, property parcels, structures, zoning designations and overlay districts.
The Community Development Department also provides management and oversight of the Town-sponsored Warrenton Farmers' Market. This seasonal open-air market is open 7-12 on Saturdays and 7-12 on Wednesdays from Easter to Thanksgiving. The Saturday market takes place at 5th & Lee Streets, and the Wednesday market is on Court Street.
The Planning & Community Development Department is located in the lower level of Town Hall at 18 Court Street in Old Town Warrenton.
