The Council of the Town of Warrenton consists of seven Council members and an independently-elected Mayor who serve four-year overlapping terms. All legislative powers of the Town are vested in the Town Council. The Mayor of Warrenton presides over the Council, and votes on issues in the case of a tie. The Council is charged, under the laws of the Commonwealth of Virginia and the Town Charter, to determine the needs of the citizenry and the best way to respond to demand to establish the ordinances, policies and budgets which determine the kind, manner and cost of services to be delivered. The Town Council, in August 1998, approved a Mission Statement as well as a Value and Action Statement. The minutes of the Warrenton Town Council meetings from 1996 through December 2010 are available on-line for your convenience.

Business and legal strategist and combustion energy technology entrepreneur.

BA (political theory, with highest honors) from The Johns Hopkins University (graduated first in the class of 1979);
JD (law degree), 1984 from Northwestern University of Chicago, editor of The Journal of International Law and Business; founding president of the Law School's Federalist Society chapter in 1982.

Worked in both the U.S. House and Senate as a defense and foreign policy assistant; long experience as a political speechwriter; practiced law on Wall Street (Milbank, Tweed, Hadley & McCloy); and been part of senior management at three companies (two of them start-ups). Board member of six civic organizations, an international human rights group, a technology development partnership and a corporate shareholder trust. Also an active preservationist and open space advocate, writing often on land use/conservation issues. Current president of the Fauquier County Historical Society, past president of CFFC ( the county's conservation organziation), and past candidates' chairman of the Fauquier Republican Committee. Broad experience managing election campaigns; writes and lectures on political strategy. A continuing member in good standing of the New York bar.

Among relevant honors are a civic commendation by the Virginia General Assembly; and a Fauquier Citizen of the Year (Center District) award in 2004.

Priorities include long-term planning for downtown Warrenton and the Warrenton Historic District, encouraging entertainment, recreational, and family-friendly activities in Warrenton, promoting Town planning and transportation safety initiatives to protect and enhance Warrenton’s quality of life, and being responsive to citizen requests and concerns.
          o Citizen of the Year, Center District, Fauquier County Board of Supervisors, 2006.
          o Family is active in organizing and supporting Bluemont Concert Series events in Warrenton and Warrenton First Night. In 2006, Bluemont Concert Series presented an award to the entire Martella family for volunteer efforts in Warrenton.
          o First Center District representative to the Fauquier County Purchase of Development Rights Committee.
          o Former member, Fauquier County Board of Zoning Appeals.
