A Warrenton native, Carter spent much time growing up on Main Street where his parents owned and operated the Stable Door for 35 years. While a student at the University of Virginia, he worked as a ladder runner and dishwasher in the kitchen of the C&O Restaurant. After graduating he remained in Charlottesville working in restaurants until a departure into the wine world led him to become the Southeast Regional Sales manager for the leading importer of South African wines, Cape Classics. During this time, he met and married Kathleen who had apprenticed as a bench jeweler and then managed a specialty fine jewelry store. Following Kathleen’s dream to open her own business, the couple returned to Warrenton in 2004 and opened Carter & Spence, Ltd. in the former home of Hurst Jewelers on Main Street. Both Carter and Kathleen remain active in Old Town and greater Warrenton/Fauquier preservation organizations. The couple has a son, Hugh, and a dog named Rosie.

Sean Polster has spent almost 30 years in public service as a firefighter, paramedic, law enforcement officer, and an arson and explosive investigator. He has earned his masters degree in leadership and currently works for the Department of Homeland Security while continuing to volunteer with the New Baltimore Volunteer Fire and Rescue Company. Sean’s vision for his service to the Town of Warrenton is to continue to organize and promote family friendly community activities such as the annual Warrenton Christmas Parade and the wildly successful Warrenton Town Limits event. While maintaining a prudent, fiscally responsible outlook, he has promoted increased transparency of council activities for the residents with his effective use of social media and streaming of council meetings. Sean is married with three children and volunteers with their school, sports, and scouts activities in his spare time.

Councilmember Renard Carlos is a lifelong resident of the Town of Warrenton Virginia, and a graduate of George Mason University Schar School of Policy and Government. Mr. Carlos sits on the Public Safety and Transportation Committee in addition to the Committee on Health, Parks and Recreation.   Councilmember Carlos has called for the prioritization of reforms for the town, which will help to attract new residents, businesses, in addition to tourism while maintaining the town of Warrenton’s “small town charm”. Councilmember Carlos continues to stress the importance of diversity in government, community development reflective of the needs of the citizens, in addition to policy supportive of local business. Understanding that serving his community is the highest honor he has been blessed with, Councilmember Carlos carries his values deeply rooted and fomented by Warrenton to his seat in the council.

Heather Grimsley Sutphin has been in the real estate business since 2013, and is currently a Real Estate Agent with Century 21 New Millennium.  After a three year career in Law Enforcement at the Fauquier County Sheriff's office, she started a lengthy career in marketing and advertising.  She has helped numerous businesses with their marketing through print, television, and radio.

An active member of the Fauquier County Chamber of Commerce, HGBA, and a past member of the Culpeper Chamber of Commerce, she has also been very active with volunteering within the community.  She was a past board member of the Fauquier Historical Society, also helping with the Boys and Girls Club, a supporter of the Warrenton Town Police, a current member of the Silent Auction Committee with the Warrenton Horse Show, past committee member of the Town Transportation and Safety Committee.

Heather and her husband Wendell enjoy living in Warrenton.  In their free time, they love to attend the different local events and going for long walks with their pitbull Gracie.  Heather also enjoys hiking, the beach, spending time with her granddaughter and friends.

Bill Semple is a retired entrepreneur, businessman and Navy veteran best known for inventing and successfully licensing mapping programs now used by practically everyone who uses a smartphone, laptop, or computer. Bill began his career in life, health and annuity sales and then shifted to non-profit development, marketing, public relations, strategic planning, and operational benchmarking. In 1994, he invented and for the next twenty-two years oversaw the licensing of his “local search” technology to dozens of Fortune 500 companies, during which time he served as chief financial officer of a technology company. In addition to having won numerous awards for his community service, Bill is an avid clarinetist and member of the Fauquier Community Band. He also plays in the pit orchestra for Highland’s School musical productions. Bill and his wife Sally live with their poodle Sophie in a 1900 Victorian that Sally purchased in 1994. Sally raised her two children, Emily and Nathan in this home and credits much of their success and happiness to the safe environment Warrenton provided. As a consequence, Sally and Bill share an avid commitment to preserving the Warrenton they love. 

B. Hamby

Councilman Hamby was born and raised in Fauquier County and has resided in the Town of Warrenton for almost thirty years. He has worked for Prince William Fire and Rescue for 25 years and currently, is a Battalion Chief. Councilman Hamby is also a lifetime member of the Warrenton Volunteer Fire Department.  In his spare time, he enjoys the outdoors and likes to fish. It is his distinct honor to serve and continue to serve the residents of Ward 3.

Councilman Jimmy Hartman is a lifelong Warrenton resident, representing Ward 4 as his father did in the 1980’s.  Councilman Hartman is proud to have served in law enforcement for over 31 years and retired in 2020.  He is a graduate of the FBI National Academy and DEA Drug Unit Commanders Academy and is a past treasurer of Fauquier Cops For Children.  

Councilman Hartman has volunteered with many organizations throughout the years most recently serving on the Board of Directors of the Boys and Girls Clubs of Fauquier. 

Councilman Hartman is currently employed at Fauquier County Public Schools.  He enjoys living in Warrenton and working to preserve the unique character and charm of our small town and the quality of life in Ward 4.

Mr. Carter has served as the President of Guests, Inc., a full-service Hotel management company headquartered in Strasburg, Virginia, since October 2016. He has over 36 years of experience in the hospitality industry, holding positions such as director, corporate director, resident manager, general manager, independent consultant and, most recently, Managing Director for the Airlie Foundation from November 2000 to October 2016. 

Mr. Carter is currently a member of the Town Council of Warrenton, Virginia and currently serves on the Board of Directors for the Fauquier Bank and has been a member of the Board of Directors of the Fauquier County Chamber of Commerce, The Fauquier Hospital and Health System and the PATH Foundation. In addition, he has served as the President of the Warrenton Rotary Club and Senior Warden and School Board Treasurer for the St. James Episcopal Church in Warrenton, Virginia with his wife Carrie and three children Madison, Emma and Jack.  In his “free” time, Kevin enjoys sports with his active family, fishing, hunting, politics and an occasional round of golf.
